Record high. The Minister of Finance reported the Fund at US$6.58B as at 31 Aug 2026, up from US$5.98B at 30 April 2025 — “the highest level of savings in the history of the Fund” (Budget Statement 2027, p.5). The figure is official but not yet audited; the latest audited year-end is US$6.34B at 30 Sep 2025.

COVID-19 emergency drawdowns — FY2020 to FY2021
US$979.9M was withdrawn in FY2020 (US$79.9M under s.15 and US$900M under s.15A, the exceptional-circumstances provision inserted by Act 9 of 2020) and a further US$892.7M in FY2021 — roughly US$1.9B across the two fiscal years. Methodology & sources
Year-end balances, deposits, withdrawals and comprehensive income are taken from the audited financial statements of the Fund (laid in Parliament under s.21 of the Heritage and Stabilisation Fund Act, 2007, after audit under s.16) and from Appendix II of the Board’s quarterly investment reports to the Minister (s.20). Investment of the Fund is governed by ss.9–10 (Board investment guidelines; Central Bank as Manager), deposits by ss.13–14, and withdrawals by s.15 and s.15A. The opening transfer of about US$1.40B from the Interim Revenue Stabilisation Fund on commencement (s.11) is not shown as a transaction. Dates are period-ends: the quarter is the finest resolution in the published series. The headline balance is as quoted by the Minister of Finance in the Budget Statement 2027 and is marked unaudited until the FY2026 statements are published. All figures are in USD unless stated; TTD conversions use the approximate exchange rate recorded with each row. OpenBudget TT is not affiliated with the Ministry of Finance.
